Superintendent Evaluation


PA 173 Section 1249(3) is the law effective June 14, 2016 requiring districts to post, on their district website, information pertaining to educator evaluation. Below is an excerpt of this law.
 
Beginning with the 2016-2017 school year, a school district, intermediate school district, or public school academy shall post on its public website all of the following information about the evaluation tool or tools it uses for its performance evaluation system for teachers:
  • (a) The research base for the evaluation framework, instrument, and process or, if the school district, intermediate school district, or public school academy adapts or modifies an evaluation tool from the list under subsection (5), the research base for the listed evaluation tool and an assurance that the adaptations or modifications do not compromise the validity of that research base.
  • (b) The identity and qualifications of the author or authors or, if the school district, intermediate school district, or public school academy adapts or modifies an evaluation tool from the list under subsection (5), the identity and qualifications of a person with expertise in teacher evaluations who has reviewed the adapted or modified evaluation tool.
  • (c) Either evidence of reliability, validity, and efficacy or a plan for developing that evidence or, if the school district, intermediate school district, or public school academy adapts or modifies an evaluation tool from the list under subsection (5), an assurance that the adaptations or modifications do not compromise the reliability, validity, or efficacy of the evaluation tool or the evaluation process.
  • (d) The evaluation frameworks and rubrics with detailed descriptors for each performance level on key summative indicators.
  • (e) A description of the processes for conducting classroom observations, collecting evidence, conducting evaluation conferences, developing performance ratings, and developing performance improvement plans.
  • (f) A description of the plan for providing evaluators and observers with training.
 
The following documents meet these requirements for Superintendent Evaluation and are followed by the Board of Education of Paw Paw Public Schools. These documents and those pertaining to the tools used for Administrators and Teachers are found in the Budgeting and Transparency page of this website.
 
Required training for the PPPS Board of Education members took place at a Special Board Meeting held on October 3, 2016. Special meetings are held for the purpose of studying a particular topic. They are posted and open for public participation. At the regular meeting on August 10, 2016, the Board approved the use of MASB Superintendent Evaluation Tool. At the regular meeting on September 14, 2016, the Board Policy Committee shared the three areas of policy focus for the 16-17 school year. The Board approved using 2015- Leadership, 2400-Educational Systems, and 2500-Communications as policies that needed focus for superintendent updates throughout the school year.
 
 

Process for Choosing the Evaluation Timeline in 2016-17


At the Special Board Meeting on October 3, 2016, a representative from MASB, Mr. Tom White, came in and trained the board (which is now required by law) on the evaluation process, which included timing of evaluations. Many dates for superintendent evaluations were discussed with the following items being the most important things to consider:
  1. The potential for new board members sitting on the board during election years. This is to ensure that when a new board member comes on in January, that they have a full year in which to evaluate the superintendent prior to the formal evaluation.
  2. This also ensures that each new board member gets the required training prior to any formal or informal evaluation of the superintendent.
  3. Timing of student achievement data. With the new law in place this year that 25% of the superintendents evaluation is based on student achievement data, the December date ensures that the data is received prior to the evaluation, otherwise, data required for evaluation may not be received in time.
  4. Renewal of the superintendent’s contract. With the contractual timing of notification to renew or non-renewal of the superintendent’s contract, the December evaluation date ensures that an accurate and complete evaluation can be completed to determine either the renewal or non-renewal of that contract.
  5. Finally, In addition to the annual formal evaluation, an informal quarterly evaluation will be conducted to address any issues or potential issues that may need to be addressed.
 
As stated above, those are the primary concerns taken into account when choosing a formal evaluation date. This was also one of the dates suggested by the MASB, and it was stated that many other school districts use this date for the reasons stated above as well.
